New Delhi: Telegram has begun returning for users across India after a week-long restriction imposed by the government ahead of the NEET-UG 2026 re-examination.
While access has been restored for many users, the platform’s message-editing feature will remain disabled until June 30 under government directions.
The temporary restrictions were introduced following concerns that the messaging platform had been used to circulate alleged exam-related misinformation and fake documents linked to the NEET paper leak controversy.
Following the end of the restriction period on June 22, many Android users reported that Telegram had become available again through the Google Play Store.
However, access remains inconsistent for some users, particularly on Apple’s App Store, where the application is still unavailable for download in certain cases.
Users who already had Telegram installed on their devices have generally been able to regain access, although some continue to experience issues with messaging, channels, and account logins.
Message Editing
Despite the partial restoration of services, authorities have directed Telegram to keep its message-editing feature disabled in India until June 30.
Officials believe the feature could potentially be misused to alter previously sent messages and create misleading evidence related to examination paper leaks after an exam has taken place.
The restriction forms part of broader measures introduced by authorities to safeguard the integrity of one of India’s largest entrance examinations.
NEET Leak Investigation Continues
The government’s action followed the NEET paper leak controversy that prompted the cancellation of an earlier examination and led to a re-test conducted on June 21 under enhanced security arrangements.
Law enforcement agencies have continued investigations into alleged malpractice linked to the examination process.
In Bihar, police reportedly arrested around 30 individuals suspected of involvement in cheating operations, including impersonation attempts and violations related to biometric verification procedures.
Officials have indicated that the re-examination was conducted under stricter monitoring and that no major incidents of cheating have been reported so far.
Pavel Durov Criticizes Ban
Telegram founder and CEO Pavel Durov publicly criticized the temporary restriction, arguing that the decision affected millions of legitimate users rather than those responsible for misconduct.
Durov stated that the ban impacted ordinary users while illegal activities simply shifted to other communication platforms during the restriction period.
Legal and Regulatory Debate
The Telegram restriction has also reignited discussions about digital platform regulation in India and the extent of government powers during national examinations and public interest events.
The platform reportedly challenged aspects of the government’s action before the Delhi High Court. However, the court supported the authorities’ position, stating that temporary restrictions can be imposed when necessary to protect the integrity of important national examinations.
As services gradually return, users continue to face varying levels of access across devices and platforms. Authorities and Telegram are expected to work together on compliance measures before the remaining restrictions are fully lifted.
For now, Telegram is once again available to many users in India, although certain features remain limited as the government continues its efforts to prevent examination-related misuse of digital platforms.
